PARA TI  SEVEN  YEARS PROGRAM,

        FROM MID 2002 TO MID 2009

 

After the rehabilitation, in 2002, PARA TI  started a seven-years program to reach about US$ 2.050.000, based on the following  :

  • To consolidate its CHILDREN CENTER, whose Agreement with the City Government expired on the end of 2004, with scholar courses, sport e cultural activities directed to 70 children of elementary school, giving  them an adequate nourishment;

  • To give Informatic basic instruction and Internet access through its associated BIBLIOTECNA VILA CANOAS to all children and teenagers.

This program foresees  the instruction of 450 children and young people of our Community. Till now, 120 of them bought second hand computers and use them in their small houses also for professional aim, and connected  with ADSL PARA TI system.

  •  To restore  PARA TI CENTER, of about 250 m˛; 

  • To maintain and  consolidate the grants from the Italian Families destined to about 350 children and adolescents of VILA CANOAS incentivating and encouraging in their studies and learning, as well as helping their economic conditions;  

  •  To continue to grant fellowship, based on the grades of the prior semester, to the better students on the 2nd grade and university.  To the university students the grant may cover a maximum of 50% of the university fees provided that the student obtains either a part grant from the university or has some salary from part time job. Our aim is to achieve in 2008 up to 45 students with a degree;

  • To promote the upgrading in the side and outside of about 430 houses in VILA CANOAS jointly with AMAVICA (Vila Canoas Inhabitants Association) donating building materials, renting off, free technical assistance, if the beneficiary will provide manpower and part of the building materials. This program was concluded in 2007  and about 60 in 2010;

  • To make it easier the acquisition of a house even outside of this community to families paying rent or young couples in cohabitation this could a grant or other incentives like a 36 instalment payments representing approximately the same rent they are paying today. The scope is to achieve 120 operations till 2008 (other 20 operations were concluded in rehabilitation period);

  • To incentive the micro-contractors and handicraft activities through local commodatum, instruction’s courses, start- costs contributions, putting at free disposal an adequate space in PARA TI CENTER for exhibition and sale to the tourists.

The above project was made possible by resources from Rio’s Government help (up to the year 2004) and mainly through the donations of  : Italian Families coordinated by COME NOI in Torino - the DANIELE AGOSTINO FOUNDATION (New York) - FAVELA TOUR of Rio - TEADIT industry of Rio and others public entities and private persons. In Rio , was decisive the participation - for the HABITATION PROGRAM and SCHOLAR-SHIPS - of the beneficiated people.

Of  the above US$ 2.050.000, 46% was from local sources and the remaining 54% from Italy and the Unites States grants,

NOTE  :  We have to emphasize that the situation above does not  consider the notable operation’s expenses of RIO DE JANEIRO MUNICIPALITY for its social services realized in rehabilitation period  : NURSERY SCHOOL for 180 children with 35 employees; HEALTH’S CENTER with 6 employees; CLEANING SERVICES; SOCIAL SERVICES recently centralized in the great edifice LAMARE localized in the near and immense Rocinha slum, being so free the social construction of Vila Canoas (CEMASI) for cultural and handicraft activities. The MUNICIPALITY doubled a area constructed of MIGUEL PEREIRA school,  500 m . below Vila Canoas, for kinder-garden an elementary school, frequented from about 900 children coming from Rocinha and Vila Canoas Communities, integrated for 70 pupils which also are frequenting PARA TI’S CENTER of Vila Canoas.

We have to make a special mention to FAVELA TOUR, Tourism Agency of Rio de Janeiro, which began its collaboration with PARA TI in 2000 (donations in 2000/2001 of US$ 15.000), organising - at a very high level - visitations of miles of tourists, generally foreign, to the CHILDREN AND INFORMATIC CENTER PARA TI,  and other social activities of Vila Canoas Community. This action gives a notable contribution to our operation’s expenses and promotes in the world our initiative and the  favela’s integration in the city that is an important program of Brazilian Government.

We conclude that it does not exist any other Community in this city where so many improvements  were made compared to what was made in VILA CANOAS, where about US$ 4.250.000 was spent (not considering operation’s expenses of the Municipality), being more of 50% foreign money, and this money was given, not lent as the case of BID (INTERAMERICAN  DEVELOPMENT BANK)  for favela/bairro PROGRAM  

NOTE  :  considering change’s fluctuations from 1989 to mid 2008, the total investment of this period indicated in US$ 4.250.000 is corresponding to Euro  4.100.000 (till mid 2002 US $ 2.200.000 equivalent to € 2.450.000 and, in the last 7 years, US$ 2.050.000 equivalent to € 1.650.000).

An other positive fact is that – after Vila Canoas project – EUROPEAN UNION signed other contracts with RIO DE JANEIRO’S MUNICIPALITY for rehabilitation of other 5 small Communities, BAIRRINHO program, concluded on 2002 and other initiatives in S. Paulo and Rio de Janeiro directed to help poor young people, resulting a total grant corresponding to US$ 10.000.000.  

Finally, on January 2009, Rio de Janeiro Municipality decreed the VILA CANOAS rehabilitations as "PILOT PROJECT" for the 969 slums of this City, considering the works realized the innovative ideas and the efficien international cooperation.
